Pilot area opening for travellers in
Surat Thani Province (Koh Samui, Koh Phangan, and Koh Tao)


Q1. What are qualifications and requirements if travellers from abroad would like to travel to Koh
Samui, Koh Phangan, and Koh Tao from 15th July 2021?

Answer


- Coming from the countries approved by the Ministry of Health and the countries/areas proposed
by the Tourism Authority of Thailand. Travellers must be in those countries for at least 21 days
before travel, except Thai residents who have travelled abroad and have avoided any high-risk
areas/communities/places for at least 14 days before travel.

- Having been vaccinated with a certified vaccine by the FDA or WHO at least 14 days before travel,
having followed the criteria of the vaccine producers, and carrying a certificate of vaccination.
(Those under 18 and not yet receiving any vaccination can travel with parents or guardians who have
been fully vaccinated.)

- Having a medical certificate with laboratory results indicating that COVID-19 was not detected
using RT-PCR within 72 hours before travel.

- Having a health insurance which covers Covid – 19 and has a minimum coverage of USD 100,000.

- Having a proof of payment for 14-day accommodation which also shows the 14 dates of the stay (7
days at an ALQ in Koh samui and 7 days in a SHA+ hotel in Koh Samui, Koh Phangan, or Koh Tao) and
having a proof of RT-PCR test payment. Those who stay less than 14 days must have international
flight tickets with the departure date and proofs of payment for accommodation and RT – PCR test.

- Only direct international flights to Koh Samui or domestic transit flights from Bangkok – Samui are
allowed. Travellers are not allowed to travel to Samui on normal domestic flights unless it has been
approved for connection with other pilot areas inside Thailand.

- Travellers who want to stay less than 14 days must depart Thailand. And when leaving Koh Samui,
Koh Phangan, and Koh Tao, travellers must be separated from others, except for the group travelling
into Thailand together.

- Accepting the rules and conditions of the 14-day period.
- All documents provided to officers at Samui International airport must be in English only.

Q2. What are the measures of the 14-Day Period in Surat Thani Province?

Answer: Requirements for the 14-day period are only applicable to Koh Samui, Koh Phangan, and
Koh Tao. Details are as follows.

2.1 Details of the 14-day period
1st – 7th night, must stay in an ALQ accommodation in Koh Samui only.
8th – 14th night, must stay in a SHA+ hotel in Koh Samui, Koh Phangan, or Koh Tao
1st – 3rd night: After the first RT PCR test in Koh Samui reports negative, travellers can use the area
and services within the hotel only.
4th – 7th night: Travellers can travel in the sealed route program within Koh Samui only.
8th – 14th night: Travellers can only travel in Koh Samui, Koh Phangan, and Koh Tao. Travellers
cannot leave the islands to other areas or provinces.
Travellers are not allowed to rent a car/motorbike or travel on their own. Travellers must use a tour
operator that has correct permissions. In case of travelling between the islands, public ferries are not
allowed. They must use a specific ferry with correct permissions and use the designated ports only.
After 15 days, travellers can travel freely.
2. 2 Three RT-PCR tests during the stay (Arrival day, Day 6-7, and Day 12-13)

checking, Testing if you suspect any symptoms of covid -19, and downloading Applications as
required by the government

Q3. If all criteria are met, what is the procedure?
Answer
3.1 Book a flight, accommodation and get the Covid -19 test as specified in the requirements.
• For Bangkok-Samui flights for international travel, please check at www.bangkokair.com.
• ALQ accommodation can be found at http://www.hsscovid.com/. Select hotels that have been
assessed, select Surat Thani province, and select the specific list for Koh Samui.
• SHA+ accommodation can be found at https://www.thailandsha.com. Select SHA+ information.

Q4. What must travellers do if they wish to travel less than 14 days?

Answer
4.1 RT-PCR Covid Test on arrival.

A. In case of visiting Thailand for less than 7 days, a second test shall be conducted between Day 6-7
of the stay, or according to the Ministry of Public Health’s requirements.

B. In case of travelling to Thailand for a period of 10-14 days, a second test shall be conducted
between Day 6-7, and a third test between day 12 -13 of the stay, or according to the Ministry of
Public Health’s requirements.

4.2 Departure from Thailand
A. Travellers must be separated from others, except for the group travelling into Thailand together.

Q5. In case of staying for more than 14 days, can travellers travel outside Koh Samui, Koh Phangan,
and Koh Tao area?


Answer: Travellers are able to travel outside the area of Koh Samui, Koh Phangan, and Koh Tao, and
to other provinces in Thailand by showing evidence confirming your stay of at least 14 days and the
results of the Covid tests, meeting the specified requirements, and complying with the guidelines
specified by Surat Thani Province and the destination province.

Q6. What makes travellers already arriving in the area not allowed to participate in the Samui+
Model?


Answer
6.1 Travellers are not allowed to get into the area if incomplete documentation related to
immigration is detected. While waiting for the journey back, travellers must enter the quarantine
process in the ALQ system for 14 days or until being able to depart Thailand, and shall not
participate in the Samui+ Model. The airline or the traveller, as the case may be, is responsible for
the expenses. For other cases, it shall be at the discretion of the infectious disease control officer at
the international port of entry.
6.2 In case of illness or a positive Covid test result, travellers must go through the treatment process.
Companions must enter the disease control process, subject to the discretion of public health
officials and physicians.

Q7. During the pilot area opening from July 15, 2021, can people and domestic tourists travel in
and out of Koh Samui, Koh Phangan, and Koh Tao area?


Answer: The pilot opening of Samui+ Model is designed to consider safety along with the economy.
Domestic travellers can still travel in and out by following the measures set by the home province
and Surat Thani province.

Currently there are restrictions for travelling into the area of Koh Samui, Koh Phangan, and Koh Tao
from dark red, red, and orange zones. These include:
1. Having a RT-PCR test result not exceeding 72 hours (from the date of examination)
*A medical certificate or a test result issued by a hospital, or an agency certified by the Ministry of
Public Health must be provided.
2. Receiving 2 doses of vaccine, or completing doses according to the criteria of the vaccine
producers not less than seven days prior to travelling, or receiving the 1st dose of AstraZeneca not
less than 21 days prior to travelling.
*An approved certificate issued by the hospital or designated agency must be provided; or
3. In case of prior Covid-19 infection, travellers must have recovered for at least 14 days and not
more than 90 days.
*A medical certificate or approved certificate issued by a nurse or a certified agency by the Ministry
of Public Health must be provided.

If travellers meet any of 1, 2, or 3 above, they do not have to be quarantined but still have to follow
Covid prevention measures.
- Always wear a mask
- Keep social distance
- Avoid contacting others
- Do not travel in the community area
In the event that the disease control officer assesses that the person who has presented documents
pertaining to 1 or 2 or 3 above is still at high risk, or is suspected that they may be infected or show
symptoms that meet the criteria for a PUI investigation, the person must:
- Be tested for COVID-19 by RT-PCR or AG Rapid Test
- If the result is negative, they must still observe Covid prevention measures.
